      1. To receive apologies for unavoidable absence.

      2. To approve the minutes of the meeting held on Wednesday 14th May 2025.
      PARISH/2025/58: To approve minutes of the meeting held on Wednesday 14th May 2025
      as a true and accurate record.
      3. To receive any declarations of interest.

      4. Community Policing: to receive the PCSO report for May 2025
      PCSO report for May and information on graffiti art project discussed & noted.
      Police liaison report noted.
      5. Finance Committee: to be informed of the meeting held on 3.6.25
      5.1 to receive the draft minutes of the meeting.
      Noted, no questions.

      5.2 to receive and note the Annual Internal Audit Report and actions recommended

      PARISH/2025/59: to accept the Annual Internal Audit Report and implement the following
      action plan:
      i) To ensure reasons for considering less than 3 quotes is recorded in the minutes of the
      Finance Committee minutes if it has not been possible to obtain 3.
      ii) To investigate options and costs for accounts software
      iii) To amend Financial Regulations and reinstate the clauses relating to virements and
      budgetary control which were missed from the most recent update.

      5.3 Annual Governance and Accountability Return (AGAR): to consider and
      approve Council accounts for the year ending 31st March 2025
      5.3.1 to approve the Annual Governance Statement

      PARISH/2025/60: to accept and approve the Annual Governance Statement for the
      financial year 2024-25 (Accounts & Audit Regulations 2015, reg 12)

      5.3.2 to approve the Accounting Statements

      PARISH/2025/61: to accept and approve the Accounting Statement for the financial year
      2024-25(Accounts & Audit Regulations 2015, reg 12)

      5.4 to consider recommendations for approval
      None for consideration.

      6. To consider proposal for Car Show
      PARISH/2025/62: to hold a car show at Tim Parry Recreation Ground on Sunday 31st Aug
      2025 as proposed by Cllrs Pennington & Catlow.

      7. Parish Playing Field Drainage Project: update and next steps

      Football Foundation have confirmed that funding application has been successful; offer
      letter and conditions are awaited.

      PARISH/2025/63: to progress the PPF drainage project through the Parish Estates
      Committee.
      8. To agree attendance at Warrington Armed Forces Day, 28 June 2025

      Cllrs M Hussain, L Hussain, and Wren volunteered with Cllrs Cotter & Cameron as
      possibilities.

      9. To consider planning applications received by the Council and decide if any
      objections are to be raised.

      None.
      10. To consider correspondence received by the Council and decide if any action is
      required.

      Noted.
      11. To receive verbal reports from Parish Councillors and from Borough Councillors on
      items of note within the Parish.

      Cllr Williams: requested help from Borough Councillors to chase quote for feasibility study
      on Childs Wood Field. Cllr M Hussain to follow up.

      Cllr Cotter: volunteered to create a video introducing Matt Kirkham as the Parish PCSO.

      Cllr Morley: thanked those involved with Sankey Fun Day and notified members of Town
      Centre events.

      12. To exclude public and press for consideration of the following items because of the
      confidential nature of the business to be discussed.

      PARISH/2025/64: Pursuant to section 1(2) of the Public Bodies (Admission to Meetings)
      Act 1960 it is resolved that the public and press leave the meeting during consideration of
      the following item due to the commercial nature of the business relating to lease
      negotiations.

      13. Sankey Station lease update

      PARISH/2025/65: resolved to,
      1. Sign the lease for the Station House with Arch Co. as it stands, understanding that
      there is no Schedule of Condition attached and that the building currently has a
      substandard EPC.
      2. To permit Sankey Station CIC access to the property to undertake the necessary works
      to raise the EPC rating to the required level.
      3. To complete the underlease between Great Sankey Parish Council and Sankey Station
      CIC once the above works have been completed and the necessary documentation
      received.
      4. The underlease with Sankey Station CIC to be on the same terms as the main lease
      between Great Sankey Parish Council and Arch Co., including a duration of 25 years
      (less 3 days) and equivalent rental provisions.

      Agreed by majority, abstentions Cllrs Catlow, Lynas & Parish.
