This accessibility statement applies to the Great Sankey Parish Council website, www.greatsankeypc.org.uk, and its beta preview at beta.greatsankeypc.org.uk.

This website is run by Great Sankey Parish Council.

Using this website

  • some councillor and event photographs uploaded before May 2026 do not have descriptive alternative text;
  • some PDF documents (agendas and minutes published between September 2018 and December 2025) are not fully tagged for screen readers;
  • some hub pages (Activities, Schools, Doctors, Care Homes and Council Information) contain link text that does not clearly describe the link destination;
  • some pages embed third-party maps from OpenStreetMap that may not be fully usable by assistive technology;
  • occasional live council-meeting broadcasts are not captioned; recorded versions will be captioned when published.

Great Sankey Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances and exemptions listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

  • Some councillor photographs uploaded before May 2026 do not have descriptive alternative text. This fails WCAG 2.2 success criterion 1.1.1 (Non-text Content). Remediation due 31 August 2026.
  • Some PDF documents (agendas and minutes published between September 2018 and December 2025) are not fully tagged for screen readers. This fails WCAG 2.2 success criteria 1.1.1 (Non-text Content), 1.3.1 (Info and Relationships) and 1.3.2 (Meaningful Sequence). New PDFs from January 2026 are tagged; legacy PDFs are being re-issued as HTML on a rolling basis.
  • Some hub pages (Activities, Schools, Doctors, Care Homes and Council Information) contain link text such as “here”, “click here” or “website” that does not describe the link destination. This fails WCAG 2.2 success criterion 2.4.4 (Link Purpose, In Context). A content-filter shim now wraps these links with a descriptive aria-label attribute as an interim measure; full per-page content edits are planned by 30 September 2026.
  • Some pages embed third-party maps supplied by OpenStreetMap. These embeds may fail WCAG 2.2 success criteria 1.1.1 (Non-text Content) and 2.1.1 (Keyboard). Alternative text directions are provided alongside every map.

Disproportionate burden

We have assessed re-tagging the approximately 50 PDF documents published before 23 September 2018 (the cut-off date for the accessibility regulations). The work would take an external supplier about 3 days at £550 per day, a total of £1,650. Server analytics show fewer than 5 unique users per quarter access these archive documents, and the underlying content (council minutes and annual reports) is reproduced in newer HTML versions published on this website.

We have concluded that re-tagging these pre-2018 PDFs would be a disproportionate burden within the meaning of the accessibility regulations. Users who require an accessible version of any specific pre-2018 document can email enquiries@gs-pc.net and we will provide it within 10 working days.

Content that’s not within the scope of the accessibility regulations

  • third-party embedded maps (OpenStreetMap) on hub and contact pages;
  • Smart Slider 3 carousels supplied by a third-party plugin;
  • outbound links to social-media platforms (Facebook, X, Instagram) whose destination pages are outside our control;
  • output rendered by the Ninja Forms plugin (form markup is supplied by a third party);
  • PDF or other documents published before 23 September 2018 that are not essential to providing our services.

What we’re doing to improve accessibility

  • We use semantic HTML, ARIA landmarks and visible focus indicators throughout the website.
  • All new images uploaded after 27 May 2026require descriptive alternative text before they can be published.
  • New agendas, minutes and council documents are published in HTML by default; PDFs are only used where a print-faithful copy is needed and are tagged for assistive technology.
  • We test the website against WCAG 2.2 AA after every significant change.

This website was last tested on 27 May 2026. Testing was carried out by The Tom Taylor Co. on behalf of Great Sankey Parish Council.

We used a combination of automated and manual testing methods:

  • automated scans using axe-core 4.10 against representative pages;
  • manual keyboard-only navigation, completing every primary user journey without a pointing device;
  • screen-reader walkthroughs with NVDA on Windows and VoiceOver on macOS;
  • visual contrast checks at 100%, 200% and 400% zoom in Chrome, Firefox and Safari.

The sample of pages tested was:

  • the homepage;
  • the councillors directory;
  • the contact page;
  • the latest news index;
  • this accessibility statement.

The next planned full review of this statement is by 27 May 2027.
